dockerfile is broken. Needed to move to a newer distroless version. Similarly, I couldn't create a firestore database in the correct region with my account, so I had to adjust a bunch of the commands to go to nam5/us-central1. I had to add CGO_ENABLED=0 to the build command, but other than that it was good!
